The agency keeps a directory of municipal assessors throughout Dutchess County. If you are not sure which town handles a specific parcel, they can point you in the right direction. They also publish residential median sales prices and run tax foreclosure auction info through the website.

GIS mapping is a big part of what Dutchess County offers. The interactive maps show parcel boundaries, assessment data, and aerial photography. You can get current and historical aerials, which is useful for tracking changes on a property over time.

Dutchess County runs its own search tool called ParcelAccess. It is a custom GIS-based system, not the Image Mate platform used by most other counties. How Dutchess County Property Assessments Work

Each town and city in Dutchess County has its own assessor. The assessor determines market value for every parcel and sets the assessed value based on that. Under RPTL Section 305, all properties within a municipality must be taxed at a uniform rate. Some places in Dutchess County assess at full value. Others use a fraction, and the state calculates an equalization rate to make things fair across jurisdictions.

The tentative assessment roll comes out May 1. Grievance Day falls on the fourth Tuesday in May in most towns. That is when you file an RP-524 complaint with the Board of Assessment Review. If you still think the value is wrong after that, you can go to Small Claims Assessment Review or file under RPTL Article 7 in court.

The Town of Clinton is one example. Sara Foglia took over as assessor in October 2025. Office hours are Mondays from 2:00 to 6:00 PM and Wednesdays from 11:00 AM to 3:00 PM at the Clinton Town Hall. Each town sets its own hours, so check with your local office.

Property Tax Exemptions in Dutchess County

Dutchess County residents can apply for the same state exemption programs offered across New York. The STAR program reduces school taxes on owner-occupied homes. Basic STAR has no income limit. Enhanced STAR is for homeowners 65 and older who meet the income cap.

Veterans exemptions under RPTL Sections 458, 458-a, and 458-b depend on service type and local adoption rates. Senior citizens may qualify under RPTL Section 467 if they meet age and income requirements. The exemption uses a sliding scale. All applications must be filed with the town assessor before March 1.
