It maintains tax rolls, tax rates, assessment rolls, and tax maps for all six towns. Staff publish equalization rates and provide professional quality programs aimed at fair county government financing. The office also administers the Agricultural District program through the Keep Putnam Farming initiative, with an annual enrollment period running from April 1 through April 30.
Map filing at the office requires an appointment. Call ahead if you need to submit a tax map change. For general lookups and questions, walk-in visits and phone calls are both fine during business hours.

Search Putnam County Property Tax Records Online
Putnam County provides Image Mate Online for free public access to property tax records. You can search by section, block and lot, or by address. The system also has a real estate sales search covering residential and commercial properties going back to 1993. Tax maps are viewable by town through the same portal. GIS maps are available for parcel-level data.
The state's Municipal Data Portal covers Putnam County with equalization rates, roll dates, and local official contacts. SalesWeb provides ten years of RP-5217 transfer data from the county clerk. Putnam County's own sales search in Image Mate goes even further back, to 1993, which gives a longer view of market trends. The Check Your Assessment page from the state can help you decide if your assessed value is fair.
Note: Putnam County's Image Mate includes sales data going back to 1993, which is more history than the state SalesWeb tool provides.
Putnam County Town Assessors
Each of Putnam County's six towns has its own assessor who sets property values. The county Real Property Tax Service Agency supports these assessors with data, training, and equalization rate calculations. Under RPTL Section 305, tax rates must be uniform within each town. All property owners pay the same rate per dollar of assessed value.
You can reach town assessors directly for questions about your specific property. Here are the local offices:
- Carmel Assessor: 60 McAlpin Ave, Mahopac, 845-628-1500
- Kent Assessor: 25 Sybils Crossing, Carmel, 845-225-8020
- Patterson Assessor: 1142 Route 311, Patterson, 845-878-9300
- Philipstown Assessor: 238 Main St, Cold Spring, 845-265-5203
- Putnam Valley Assessor: 265 Oscawana Lake Rd, Putnam Valley, 845-526-2517
- Southeast Assessor: 1360 Route 22, Brewster, 845-279-7336
The tentative roll comes out by May 1. You can review your value and meet with the assessor before Grievance Day on the fourth Tuesday of May. The Board of Assessment Review hears challenges and can adjust values. After the board finishes, the final roll takes effect and tax bills go out based on those numbers. RPTL Section 502 requires notice of value changes before the grievance period. If you miss the deadline, Small Claims Assessment Review is still available through the courts.

Seniors may also qualify under RPTL Section 467 for an income-based reduction. Agricultural district participants through the Keep Putnam Farming program can get reduced assessments on qualifying land. Putnam County Clerk Land Records
The Putnam County Clerk records deeds, mortgages, and liens in Carmel. These records connect to property tax data through ownership changes and encumbrances recorded against parcels.
Every sale generates an RP-5217 form filed with the clerk, which feeds into the state SalesWeb database. If you need to verify ownership or trace the chain of title before looking at tax records, the clerk's office is where to go. Standard state fees apply for copies of recorded documents.
