Delaware County Town Assessors and Tax Records
Each of the 19 towns in Delaware County has its own assessor. The assessor sets the value on every parcel in the town each year. Under RPTL Section 305, the tax rate must be uniform within each jurisdiction. Some towns assess at full market value. Others use a percentage, and the state sets an equalization rate to balance things out.
The Town of Delhi assessor's office is one example. Kendra Cardillo handles assessments there. The tentative roll comes out in May, and Grievance Day gives owners a chance to contest their value before the Board of Assessment Review. STAR, senior, and veteran exemptions are all filed through the town assessor. Tax bills come from the town clerk, who also collects payments.
Other towns in the county follow the same general timeline. March 1 is the taxable status date and exemption deadline. May 1 is when the tentative roll goes public. The fourth Tuesday in May is Grievance Day in most places. By July 1, the final roll is filed. Town and county taxes are due in January or February, while school taxes come due in September or October.

Tax Exemptions in Delaware County
Property tax exemptions in Delaware County follow the same programs available statewide under the Real Property Tax Law. The STAR program cuts school taxes for owner-occupied homes. Basic STAR is open to all homeowners. Enhanced STAR goes to seniors 65 and older with income below the state cap.
Veterans can apply for exemptions under RPTL Sections 458, 458-a, and 458-b. The amount depends on service type, combat or disability status, and what the local government has adopted. Cold War veterans have a separate program. Senior citizens 65 and over may qualify for an income-based exemption under RPTL Section 467. The exemption uses a sliding scale tied to income. All exemptions must be filed with the town assessor before the March 1 deadline.
