Clinton County Real Property Tax Office

The office took over assessing duties for the City of Plattsburgh back in November 2017. As of October 1, 2025, the Town of Plattsburgh also transferred its assessing duties to the Clinton County Real Property office. That means the county now handles assessments for a large share of the population directly. They manage assessment rolls, tax maps, and property records for every municipality in the county.

Payment methods include cash, check, credit and debit cards, and electronic checks. Transactions under $80 have a minimum service fee of $2.00. For amounts over $80, cards carry a 2.5% fee and e-checks cost $0.50.

Clinton County Property Tax Exemptions

Basic STAR lowers school taxes for owner-occupied homes in Clinton County. Enhanced STAR gives seniors 65 and older a bigger cut. Register through the state's assessment portal or file with your local assessor. Veterans qualify under RPTL Section 458-a. Senior citizen exemptions are available under RPTL Section 467 for those with limited income.

Each exemption program has its own forms and deadlines. The Clinton County Real Property office can tell you what you qualify for. Assessment grievance procedures are also posted on the county website, so you know how to challenge your value if you think it is wrong. Grievance Day is set each year for each municipality.
